An Bord Pleanala refuse permission for intensification of commercial helicopter landing, service and storage facility in Straffan, Co. Kildare

An Bord Pleanala has refused permission for intensification of use of an existing helicopter storage area and apron, for use as a commercial helicopter landing, maintenance, storage and servicing facility at a site of circa 0.42 hectares at Wheatfield Lower, Straffan, County Kildare.  There were 2 no. reasons for refusal:

1. The proposed intensification and/or change in nature of helicopter flight manoeuvres at this site from private/agricultural to public/commercial within and in proximity to the defined approach zone to the main runway (runway 11) to Casement Aerodrome, a military aerodrome, would endanger or interfere with the safety and efficient navigation of aircraft in this area.

2. Having regard to the rural character of the area, to the proliferation of residential dwellings in the immediate vicinity, to the nature of the proposed development as a commercial helicopter maintenance and servicing facility and notwithstanding the existing noise environment which includes noise events from rail traffic on the existing main rail line, from air traffic from Casement Aerodrome on the approach zone over the site and from local vehicular traffic, the Board is not satisfied that the applicant has demonstrated that the proposed development would not seriously injure the amenities of property in the vicinity by way of the frequency and nature of noise events arising from the proposed development. The proposed development would, therefore, be contrary to the proper planning and sustainable development of the area.
